>>> complete bay area news coverage starts right now, this is ktvu channel 2 news at 6:00 p.m. >>> good evening. >>> i am julie haener. >> and i am frank somerville. >> there are explosive new allegations that money was paid to influence an oakland city counsel member to do business on public property. ktvu's eric rasmussen uncovered a second investigation involving larry reid who is already the suggest of a report -- subject of a report by the auditor. >> reporter: we obtained this report by a private investigator. it includes an interview with a man who says his business partner paid money to get special treatment from larry reid. >> reporter: they had a good deal on the side of the old oakland army base. in 2009 it got approval to accept material. >> i was so concerned. >> reporter: he told us his business partner and owner paid a long time activist a thousand dollars a week to get the city's cooperation. >> reporter: what was the money for? >> so he could get whatever he wants from the city. >> reporter: how do you think he was doing that? >> because he had a connection.

might be connected to a shooting in hayward. ktvu channel 2 reporter tara moriarty joins us from hayward with more on this possible connection. tara. >> reporter: this is where police say that an innocent bystander could have been killed in a drive by shooting. right now police are looking at surveillance video from that gas station to see if it provides more clues. authorities believe the suspect involved in this shooting is who led them on a child chase just hours later. our cameras caught the high speed chase north on 880 through oakland late last night. police tried to pull the driver over in hayward just after 11:00 for a dui in reckless driving. the car ended up spinning out of control. police cars smashed into it to box the driver in and arrest him. officers say people in the car were throwing things out on to the roadway. they never found thosements but officers did find weapons inside the vehicle when they finally stopped. >> they pursued the vehicle all the way into oakland where it crashed on its own. the three occupants were taken to custody from there. >> reporter: police be

moriarty, ktvu channel 2 news. >>> this morning, we're tracking an investigation into the shooting death of an elderly man in vallejo. ktvu's alex savidge has been there since 4:30 this morning. where was the victim found and what have you heard about witnesses? >> reporter: well, there are some witnesses, dave. vallejo police this morning -- at this point, are not talking about who the witnesses are or what they may have seen. vallejo police are not saying why this elderly man may have been targeted. but we do know that he was found about 5:30 last night inside a detached garage at a home on the 400 block of hichborn street on the west side of the city. that garage had apparently been converted into a living space. we saw homicide detectives gathering evidence there late into the night last night. now, the victim's name in this case is not being released because his family has yet to be notified. we're working with the sergeant to try to get an update on the investigation. this was vallejo's sixth homicide of the year so far. it'ss about listen a very
